Unlocking Human Potential-Linking Informal and Formal Sectors, 2004

This paper highlights the need for and formulates a supportive institutional framework for urban local authorities.

It is envisaged that the application of this institutional framework would assist urban local authorities such as the CMC to better manage the UIS phenomenon.

In particular, the ‘unlocking’ of the human potential of the UIS in terms of its ability to provide employment and livelihood opportunities for the vast majority of the urban poor.
