This paper was prepared for FDC by Andrew Elek, the inaugural Chair of the APEC Senior Officials Meeting in 1989. A founding official of the APEC process, Andrew has been the principal architect of FDC’s series of ‘policy dialogues’, which have explored the potential of economic and technical cooperation to advance APEC goals since 1995.
